He served as the Attorney General of Venezuela and the General Tax Director of Venezuela. He was a senator and held a doctorate in political and social sciences, awarded the National Literature Prize of Venezuela for 1959-1960. He was thrice elected as the President of the Venezuelan Writers Association and was the director of Papel Literario. He led two important international congresses of writers in Venezuela: the XIII Congress of Ibero-American Literature and the III Latin American Congress of Writers. SKUZLO000010
